This guide is for two kinds of Pakistani founders. The first runs a business in Pakistan and wants a UAE company, often without moving yet. The second already lives in the UAE on a job visa and wants something of their own.
By the end, you will know the structure, the full bill, the papers, the visa steps and the honest truth about bank accounts.

Fees as of October 2026. Last updated 13 October 2026. Government fees are each authority's published starting price, checked on 13 October 2026.
Fee sources, checked 13 October 2026: ANCFZ, Meydan, SEDD. IFZA and Dubai mainland publish no fixed price, so those rows are typical starting figures from my price list.
For IFZA and Sharjah mainland, my service fee is AED 1,000 to 5,000, depending on your package. Ask me for your exact number on WhatsApp. "Ajman" in this guide means Ajman NuVentures Centre Free Zone (ANCFZ). It is in Ajman, not Dubai.
Can a Pakistani own a company?
Yes. In a free zone, the company can be fully owned by foreign investors. As a Pakistani citizen, you count as a foreign investor under that rule.
On the mainland, the law changed on 1 June 2021, when Dubai Economy started applying it. It now allows 100 per cent foreign ownership of mainland companies. A few activities of "strategic impact" can still carry limits on foreign ownership. So check your activity first, before you check anything else.
You do not need a UAE partner for most activities. In a free zone like Meydan, residency is not required during company formation. Living here is a separate question, and it comes with its own visa steps. I cover that further down.
Who issues the licence?
It depends on where you set up. In Dubai, the Department of Economy and Tourism (DET) licenses mainland companies. Each free zone has its own authority and its own rules. So a Meydan licence and an Ajman (ANCFZ) licence come from two different offices.
Mainland or free zone?
The rule behind this is simple. A free zone company that wants to sell in the UAE market must work through a licensed mainland distributor or open a mainland branch or company. A mainland company does not need that extra step.
A few common Pakistani business types:
- You export from Pakistan to buyers in the Gulf, Africa or Europe. Your UAE company invoices clients outside the UAE. A free zone usually fits.
- You run IT, design or marketing services for foreign clients. A free zone usually fits, and it costs far less.
- You want to supply goods to UAE shops and companies. This is mainland work. Plan for a mainland licence, or a free zone plus a mainland distributor.
- You want a shop, a restaurant or a local service in Dubai. That needs mainland.
Mainland costs more for a reason. A standard Dubai mainland licence typically costs about AED 25,000 in government fees. An Ajman (ANCFZ) licence with no visa is AED 4,888. Do not pay the mainland price unless your customers need it. My guide on mainland vs free zone goes deeper, and you can also read about Dubai mainland and free zones.
What the setup costs you
The fees are the same table as above, from AED 5,488 to AED 42,500 all in. Your passport does not change my fee. The authority sets the government fee. I set mine.
What changes the bill is your choice of zone and your number of visas. In Ajman (ANCFZ), one visa moves the government fee from AED 4,888 to AED 10,800. In Meydan, the licence alone is AED 12,520 in government fees, and visas are added on top. I break the Meydan visa costs down line by line in Meydan free zone cost.
How do I compare two quotes?
Put every quote into the same three columns: government fee, service fee, total. If two agents show a different government fee for the same licence, ask why. One quote may include extras, or one may be out of date. Then compare the service fees side by side. If an agent will not split the quote, that tells you something. You are sending money from another country, so you should know exactly where each rupee and dirham goes. A bigger firm does not change who decides. The authority issues the licence, and the bank decides the account.
What does the cheapest package include?
The Ajman (ANCFZ) zero-visa package lists up to 10 activities, a lease agreement and a bank letter to open an account. It does not include a visa. If you live in Pakistan and only need the company for now, that can be enough.
What is not in these numbers?
A licence fee is not the whole bill. Ask about these before you sign anything:
- Attestation of your Pakistani documents, with courier costs.
- Visa costs: entry permit, medical test and Emirates ID for each visa holder.
- Office rent, if you need more than the desk in the package.
- Your flight and stay in the UAE for the visa steps.
- Bank account help. My fee for this is from AED 2,000. Ask each bank about its own minimum balance before you apply.
I list more of these in hidden charges in UAE business setup.
Documents you need from Pakistan
For the licence itself, the list is short. Meydan, for example, asks for a valid passport copy of each shareholder or partner. Other zones and mainland may ask for a little more, like a photo or proof of address. Ask your zone for its exact list.
Your passport should have at least six months left on it. The UAE says passports must be valid for at least 6 months from the date of entry. Renew it first if it is close.
Do Pakistani documents need attestation?
Some do. Attestation means official stamps that prove a document is real, so a UAE office can accept it. You need it for papers like a marriage certificate, a child's birth certificate or a power of attorney.
The UAE Embassy in Islamabad is clear on the order. Documents issued in Pakistan must be attested by the Ministry of Foreign Affairs in Pakistan first. After that, the embassy offers a digital attestation service. The page says the original physical document is needed. It also says digitally attested documents are legally recognised in the UAE.
Medical documents from GAMCA centres in Pakistan are the one exception on that page. They do not need the Pakistani foreign ministry stamp first.
Which papers matter if my family will join me?
To sponsor your family, ICP asks for proof of family relationship, such as a marriage certificate or children's birth certificates. If those were issued in Pakistan, they go through the attestation route above. Start this early. It is easy to forget until the visa office asks.
Can I set up from Pakistan?
You can often get the licence without coming. You will need to come for the residence visa.
Some free zones issue the licence fully online. Meydan says the license and incorporation documents are issued electronically without visiting Dubai. It also says the company can be set up remotely, and visas can be added later if you decide to relocate. Other zones have their own rules, so ask before you pick one.
What can I do from Pakistan?
- Choose the activity and the zone with me on WhatsApp or a call.
- Send your passport copy and the zone's forms.
- Pay the government fee straight to the authority.
- Receive the licence and company papers by email.
- Start the attestation of any Pakistani documents you will need later.
What needs a trip to the UAE?
The residence visa needs you here. Applicants aged 18 and above need a medical test, and every applicant needs a security check and an Emirates ID. Your bank may also want to meet you in person. Ask the bank before you book flights.
Before you fly, check whether your passport needs a visa in advance. The UAE says some nationalities get a visa on arrival, while others apply in advance. Check your own case on that page, or with the UAE embassy. Do not rely on rumours from social media. Rules change, and only the official page counts.
Your own residence visa
Your licence can support your own residence as an investor or partner. In Ajman (ANCFZ), the one-visa option is AED 10,800 in government fees plus my AED 1,500. That is AED 12,300 all in. Visa quota means how many visas your licence allows, so check it before you pay.
The steps usually run in this order. The company gets an entry permit for you. You enter the UAE. You do the medical test, biometrics and Emirates ID. Then the residence is issued.
Watch the clock once you land. ICP says your stay should not go past 60 days from entry while the residence is being issued. Plan your trip so you can finish the steps inside that window. The documents ICP lists for investors include the trade licence and a partnership or investment agreement.
Can I stay in Pakistan after the visa?
You can travel, but do not stay away too long. If you live outside the UAE for more than 180 days in a row, your residence visa is cancelled automatically. If you will mostly stay in Pakistan, think about whether you need the visa yet. The same page lists exceptions, including "investors holding valid residence visas in the UAE". Ask me whether yours counts before you rely on it.
Is there a visa without a sponsor?
Yes, the UAE has a Green visa for people doing business in the UAE. It is a five-year residence visa with no sponsor. The conditions are set by the visa authorities. Ask me to check if you qualify before you plan around it.
Will a UAE bank say yes?
I can't promise that. The bank decides, not me and not the free zone. My bank account help starts from AED 2,000. That fee pays for preparing your file and dealing with the bank. It does not buy approval.
Banks ask a lot of questions for a reason. Central Bank guidance says a bank's checks include verifying who owns the company and understanding the nature of the business. So the bank wants to know who you are, what you sell and who pays you.
How do I make my file stronger?
Prepare these before you apply:
- A short, clear description of what the company does.
- Names of your main buyers or suppliers, and the countries they are in.
- Contracts, purchase orders or invoices that show real trade.
- Proof of where your starting money comes from.
- Your Pakistani business papers, if your UAE company works with that business.
- A UAE address and phone number the bank can reach.
Make the bank's job easy. A vague file with "general trading, all countries" invites more questions. A clear file with real buyers gets read properly. See my bank account service, and read corporate bank account in UAE for documents and timelines.
What does the bank check about me?
Your passport is one item on the bank's list. Central Bank guidance names nationality, address, and date and place of birth among the identity details banks collect. Make sure your name, date of birth and address are written the same way on every paper you send the bank. Fix any spelling differences before you apply.
What you pay every year
Every year you renew the licence. A UAE trade licence typically remains valid for one year from the date of issuance. The government renewal fee is set by your authority. My renewal fee is AED 1,000.
Your yearly list usually includes:
- Licence renewal, government fee plus my AED 1,000.
- Office or desk renewal, if it is billed apart from the licence.
- Visa renewals when they fall due.
- Corporate tax filing, covered in the next section.
If you live in Pakistan, you won't want to fly in for small tasks. My PRO service is AED 500 per task. That covers single jobs like a document submission. Put the renewal date in your phone the day the licence is issued.
UAE corporate tax basics
UAE corporate tax is 0 per cent on taxable income up to AED 375,000, and 9 per cent on taxable income above AED 375,000. It applies to financial years starting on or after 1 June 2023.
Registration is not optional. A new company must apply to register for Corporate Tax within three months of being set up. Free zone companies must register too, whether or not they qualify for the free zone rate. Put this on your list in the first month.
What about tax in Pakistan?
I don't advise on Pakistani tax or State Bank of Pakistan rules. They depend on your residency, your income and how you move money. Two topics are worth raising with your advisor:
- Sending money out. The State Bank of Pakistan sets the rules for residents who invest abroad in its Foreign Exchange Manual. Ask whether your investment needs approval, and which bank route to use.
- Extra bank questions. Banks may ask more about where your capital comes from. Keep proof of the source ready before you apply.
Check Pakistani rules with your tax advisor before you send any capital or take any profit out.
Visa and bank checks can also be stricter for some nationalities. The bank and the immigration authority decide this, not me. Allow extra time and keep your papers consistent.
Already on a UAE job visa?
Then your situation is different from a founder in Pakistan. You are already here, so the visa trip is not an issue. The question is your job.
Check your employment contract before you register anything. Some contracts limit outside work. Ask your employer if you need a no-objection letter (NOC). If you keep your job visa for now, you may not need a company visa on day one. That makes the no-visa Ajman (ANCFZ) licence at AED 5,488 all in worth a look.
I go through this case properly in starting a business while employed. Read it before you resign or move your visa.
The step-by-step order
This is the usual order. Your zone may change a step or two.
- Decide your activity and where your customers are.
- Pick mainland or a free zone, and the zone itself.
- Get the full fee split in writing: government fee, service fee, total.
- Start attestation of any Pakistani documents you will need.
- Apply for the licence and pay the government fee to the authority.
- Register for corporate tax within three months.
- Plan your UAE trip for the visa steps, if you need a visa.
- Prepare your bank file and apply for the account.
- Set a reminder for the renewal date.
If you want me to handle it, see my business setup service. For a wider look at every fee, read Dubai business setup cost in 2026.
Still not sure
Put your own zone and visa count into my cost calculator to see the full split. Or send me your plan on WhatsApp, and I will tell you which route fits.
This is general information, not tax or legal advice. For your personal case, speak to a registered tax advisor.
I set up companies in Dubai and the northern emirates. My fee and the government fee are always quoted separately.
